He advises private and public entities on developing and preparing tenders and drafting and negotiating partnership and other commercial agreements in the context of projects for the design, build, financing and operation of infrastructure. Alexis has participated in a range of transactions in various sectors, including construction, energy, transportation, manufacturing and services. He is involved in all facets of a transaction and participates in the drafting and negotiation of commercial agreements. He also provides advice on the regulation of public contracts and construction projects to institutional and private clients. Fluent in both English and French, Alexis worked in Paris for two years as an associate in the project finance department of leading U.S. law firm and was involved in projects in Eastern Europe, Africa and Latin America. Recent Experience • Canada Infrastructure Bank in its C$1-billion innovative financing to support Montréal-Trudeau transformation as part of the 2028–2035 Flight Plan, a development initiative aimed at increasing capacity at Montréal-Trudeau International Airport • Volta Energy Solutions Canada (VESC), a subsidiary of Solus Advanced Materials, in connection with the C$150M loan offer from Investissement Québec for VESC’s EV-grade battery copper foil plant in Granby, Quebec • Proponent for the CDPQ Infra's Réseau express métropolitain (REM) public light rail transit project in the Greater Montréal metropolitan region. • A proponent on a project to design, build, finance and maintain the Gatineau 2 Library and Archives Preservation Centre in Gatineau, Québec. • The Transurban Group on its acquisition of 100% of the equity interests of Concession A25, L.P. for C$845-million, the concessionaire of the A25 Highway road and bridge concession (P3) in Montréal, Québec, from Macquarie Infrastructure and Real Assets. • Concession A25, L.P. on the refinancing of a project to design, build, finance, operate and maintain the A25 Highway toll road and bridge concession in Montréal, Québec. • The Transurban Group on its sale of a 50% interest in Concession A25, L.P., the concession operating and maintaining A25 Highway toll road and bridge concession in Montréal, Québec, to Caisse de dépôt et placement du Québec for C$355-million. • The successful proponent (Bridging North America Generation Partnership (ACS Infrastructure Canada Inc., Aecon Group Inc. and Fluor Canada Ltd.)), on the financial close for the design, construction, financing, operations, maintenance and rehabilitation of the Gordie Howe International Bridge Project, a new publicly owned international bridge crossing between Windsor, Ontario, and Detroit, Michigan. This project was recognized as Project Finance International’s North America Transportation Deal of the Year and Lexpert’s top deal of 2018. • Health Collective Montreal Limited Partnership, the private partner for the new facility of the University of Montréal's new hospital centre, on the transfer of the design and build obligations for the second phase of the project from the existing contractor, Santé Montréal Collectif CJV, S.E.C., a limited partnership of OHL Construction Canada Inc. and Laing O'Rourke Canada Ltd., to a new contractor, Pomerleau Inc., including in connection with the solicitation of the required bondholders consent. • VIA Rail in the procurement and development of various transportation projects. • Various bidders on provincial and federal procurement matters. • A French industrial player in the development of a project for hydrogen refueling stations in Québec. • The sponsors in the acquisition and financing of Sofia Airport in Bulgaria. • The sponsors in the development of a port project in Colombia. • The buyers of a photovoltaic power plant project in South America. • The World Bank as part of a project feasibility study in East Africa. |
